The PC must be subjected to a hard shutdown using the power button and an unplugging of the AC cord for 15 seconds for the POST to complete. Attempted a second hard shutdown and unplugged AC cord for 15 seconds. Booting without the two error messages is likely caused by exiting the BIOS Setup and not the Zaschark solution. The PC booted to the sign in screen without error messages and sign in was successful. And back to РІР‚СљUFEI Boot Mode, Secure Boot ONРІР‚Сњ. Changed РІР‚СљUFEI Boot Mode, Secure Boot ONРІР‚Сњ to РІР‚СљLegacy Boot Mode, Secure Boot Mode OFFРІР‚Сњ. Selecting РІР‚СљBIOS Integrity CheckРІР‚Сњ resulted in no change to a cold boot failure, a warm boot failure or the two error messages.

Unplugging the AC cord for 15 seconds after a forced shutdown, followed by a cold start using the power button and followed by a РІР‚СљSave and ExitРІР‚Сњ in BIOS Setup will allow for a boot without the diagnostic code 2 + 1 amber lights from the power button and without the two error messages.The act of exiting BIOS Setup includes a BIOS reset that is allowing for a successful boot without the two error messages.Unplugging the AC cord for 15 seconds after a forced shutdown will prevent the power button from displaying the diagnostic code 2 + 1 amber lights and allow for a cold boot with the two error messages.The AC cord must be disconnected for 15 seconds before the next boot. Also, entering BIOS Setup, making no changes and selecting РІР‚СљSave and ExitРІР‚Сњ and entering BIOS Setup and РІР‚СљExitРІР‚Сњ without saving changes (ESC key) the two error messages described above will not appear during the next boot.These BIOS Setup changes include: Restore Defaults, Advanced Recovery and Integrity Check, BIOS update, changing РІР‚СљUEFI Boot Mode, Secure Boot ONРІР‚Сњ to РІР‚СљUEFI Boot Mode, Secure Boot OFFРІР‚Сњ, and changing РІР‚СљUEFI Boot Mode, Secure Boot OFFРІР‚Сњ to РІР‚СљUEFI Boot Mode, Secure Boot ONРІР‚Сњ. This error code means a motherboard failure. The XPS 8930 was manufactured about December 2018.

I have researched this forum and many others, learned some things about boot, POST, BIOS, ME and Dell Support insufficiencies, and still cannot find a way to repair these boot failures. This summary is detailed below and are my efforts for the last three weeks to fix my desktop. Any subsequent attempt to boot will fail every time with 2 + 1 amber lights from the power button. But only after the BIOS exit instructed restart fails and another unplugging of the 8930 AC cord.

Just the act of accessing and exiting BIOS Setup will result in no error messages. These two error messages will not appear if BIOS Setup is accessed then exited. The two messages are РІР‚Сљ(A7) ME FW Downgrade РІР‚вЂњ Request MESpiLock failedРІР‚Сњ and РІР‚СљError sending end of POST message to ME:HECI disabled, proceeding with bootРІР‚Сњ. If a forced shutdown using the power button is done, the AC cord is disconnected for 15 seconds then reconnected, and the power button is pressed the 8930 will boot with two error messages. This error code means a motherboard failure for a 2018 manufacture year. A diagnostic code of 2 + 1 amber lights from the power button appears. My Dell XPS 8930 ( warranty expired in March 2020) will not boot from a start or a restart.
